DITE&C signs MoU with Digital India Bhashini Division (MeitY) to enable multilingual AI solutions for inclusive governance
Goa, August 24, 2025 – The Government of Goa has taken a significant step towards its vision of becoming an AI-led state under the Goa AI Mission 2027. At the event “AI for Governance & Social Impact: Leveraging Technology for Inclusive, Responsible, and Sustainable Public Systems”, the Department of Information Technology, Electronics and Communications (DITE&C), in collaboration with the Goa Institute of Management (GIM) and the IndiaAI Mission, outlined a roadmap to integrate Artificial Intelligence into citizen-first governance.
A key highlight was the signing of an MoU between DITE&C and the Digital India Bhashini Division (MeitY) to introduce multilingual AI solutions into public systems. This initiative will ensure governance in Goa becomes more inclusive, accessible, and language-agnostic, bridging gaps for citizens across diverse linguistic and social backgrounds.
The event was inaugurated by Shri Rohan A. Khaunte, Hon’ble Minister for Information Technology, Electronics & Communications, Government of Goa, alongside Shri Kabir Shirgaonkar, Director of DITE&C; Dr. Ajit Parulekar, Director, Goa Institute of Management; Shri Amitabh Nag, CEO, Digital India Bhashini Division; and Smt. Kavita Bhatia, COO, IndiaAI Mission, MeitY. The event also saw participation from senior government officials, global technology leaders, and policy experts.
Minister Shri Rohan A. Khaunte emphasized Goa’s vision of building a human-centric AI ecosystem:

With the Goa AI Mission 2027, we are building skills, empowering startups, creating capital support, and strengthening infrastructure. This mission is about inclusivity, creativity, and long-term social impact.”
The discussions featured global perspectives from the IFC World Bank Group, Google Cloud, UNESCO, AI Transformation, Practical Action, and Sarvam AI, covering themes such as equity in governance, readiness frameworks, and opportunities in Generative AI.
By weaving AI into its governance models, Goa aims to strengthen its innovation ecosystem and emerge as a national benchmark for AI-led governance, combining efficiency with ethics, inclusivity, and sustainability.
