
The state government unveils a strategic roadmap focusing on AI education, ethical adoption, and innovation-driven economic growth.

Panaji, July 15, 2025: The Department of Information Technology, Electronics and Communications (DITE&C), Government of Goa, has unveiled the ambitious Goa AI Mission 2027, a strategic initiative to position Goa as the Artificial Intelligence (AI) hub of South Asia. The announcement, made at Taj Vivanta, Panaji, highlighted the state’s vision to build a responsible, inclusive, and innovation-driven AI ecosystem.
The event was attended by Hon’ble Chief Minister Dr. Pramod Sawant, Hon’ble ITE&C Minister Shri Rohan A. Khaunte, Shri Kabir Shirgaonkar, Director of DITE&C, along with leading industry figures, startup founders, academics, and civil society representatives.
“We want people to recognize that Goa is not just a tourist destination but a hub for real progress in startups and Artificial Intelligence,” said Dr. Pramod Sawant. “Through Goa AI Mission 2027, we will establish an AI Advisory Council and integrate AI education at the school level. This mission aligns with the national IndiaAI vision while ensuring local relevance and access, preparing our students and state to be future-ready.”
The Mission aims to create a holistic AI ecosystem that impacts governance, public services, skilling, startups, and economic growth. By 2027, it is expected to contribute significantly to Goa’s GDP, fostering sustainable digital development.
“Goa is ready to lead in ethical and responsible AI adoption,” emphasized Shri Rohan A. Khaunte. “We are building from the ground up—policy, infrastructure, research, and skill development. Our goal is 100% employability for Goa’s college graduates, with AI at the center of that vision.”
The roadmap focuses on four key pillars—skills, startups & companies, capital, and government infrastructure—and includes several strategic initiatives:
Formation of a Goa AI Advisory Council for multi-stakeholder governance.
Launch of a Goa AI Policy for ethical and inclusive AI adoption.
AI Education integration at the school level to nurture future talent.
Establishment of a Goa AI Lab to foster collaboration among startups.
Development of a Konkani Large Language Model (LLM) to preserve linguistic and cultural heritage.
Creation of the Goa.AI Innovation Fund to support promising AI startups.
Hosting of an AI Startup Hackathon to drive innovation and identify emerging talent.
Minister Khaunte also announced plans for Centers of Excellence in AI across key institutions to drive applied research, experimentation, and industry collaboration.
“The Goa AI Mission 2027 is about transforming Goa into a globally relevant hub for AI-led growth,” he said. “Goa.AI will empower citizens, accelerate innovation, enhance governance, and unlock economic opportunities across every sector.”
This mission marks the start of a long-term, multi-stakeholder effort to make Goa AI-ready by uniting government, academia, startups, and citizens to actively shape the state’s digital future.
