
Statewide initiative targets rural and underserved areas to bridge the digital divide and promote women-led development
Porvorim, Goa — August 7, 2025: The Government of Goa has launched the Mahila Digital Sashaktikaran Yojana, a state-level initiative aimed at empowering women through digital literacy, ensuring they remain connected, informed, and self-reliant in an increasingly digital world. The scheme was officially inaugurated at the PAC Hall Secretariat, Porvorim, by Hon’ble Chief Minister Dr. Pramod Sawant and Hon’ble Minister for Information Technology, Electronics & Communications (ITE&C) Shri Rohan A. Khaunte, in the presence of senior government officials and dignitaries.
Targeting women across the state, particularly in rural and underserved areas, the program will provide training in smartphone usage, online platforms, and accessing government services. The scheme is open to Goan women aged 18 and above with a minimum residency of 15 years.
Chief Minister Dr. Pramod Sawant said, “Through the Mahila Digital Sashaktikaran Yojana, we are taking digital literacy to the Gramin women, ensuring they are equipped with the confidence and skills to navigate today’s digital world.”
Training sessions will be conducted by empanelled IT Knowledge Centres (ITKCs), Common Service Centres (CSCs), and Village Level Entrepreneurs (VLEs) at accessible local venues, including panchayat halls, schools, and community spaces.
Key Highlights of the Scheme:
₹500 per person allocated for training/awareness programs — 80% to the ITKC/CSC/CSC-VLE and 20% to ITG.
An additional ₹100 per person infrastructure cost for CSCs and CSC-VLEs when sessions are held at public venues.
Implemented by Info Tech Corporation of Goa Ltd. (ITG), valid for three years from the date of notification.
Shri Rohan A. Khaunte, Minister for ITE&C, stated, “This initiative aligns with the vision of Viksit Bharat 2047 by empowering women from villages with digital skills that open up real pathways for income generation and participation in the digital economy. Our government is committed to women-led development by empowering women to play an active role in Goa’s digital and economic progress.”
The Mahila Digital Sashaktikaran Yojana forms part of the state’s broader effort to bridge the digital divide, foster inclusive growth, and strengthen women’s participation in Goa’s rapidly evolving economy.
