MoU signed at Dubai Silicon Oasis aims to accelerate cross-border startup growth, capital flow, and digital innovation with OTTplay at the forefront of HT Labs’ global expansion.

India, July 7, 2025:In a landmark move underscoring bold ambitions for international expansion and cross-border innovation, HT Labs, the innovation and product arm of HT Media, has signed a strategic Memorandum of Understanding (MoU) with The Doers Company, organizers of Europe’s premier innovation events such as Reflect Festival and the upcoming Doers Summit.
The MoU was formalized at a high-profile event at Dubai Silicon Oasis (DSO), under the aegis of Dubai Integrated Economic Zones Authority (DIEZ), and attended by government dignitaries, investors, and technology leaders from India, Cyprus, and the UAE.

The partnership arrives on the heels of renewed global engagement, following Indian Prime Minister Narendra Modi’s visit to Cyprus and a subsequent delegation led by the Cypriot Deputy Minister of Research, Innovation & Digital Policy to Dubai. The delegation included key officials like the Chief Scientist of Cyprus and leading investors from Europe and the Middle East, highlighting a tri-nation vision to drive startup growth, investment, and entrepreneurial collaboration across India, Cyprus, and the UAE.

This alliance empowers HT Labs to tap into The Doers Company’s extensive European innovation ecosystem, accelerating the global journey of OTTplay—India’s first AI-powered OTT aggregator and recommendation engine. By leveraging Cyprus as a European launchpad and Dubai Silicon Oasis as a testing ground for cross-border digital infrastructure, media tech, and smart city initiatives, the MoU establishes a dynamic framework for founder-investor collaborations, pilot projects, and community-led innovation.

The Government of Cyprus, through its Ministry of Research, Innovation & Digital Policy, has extended strong support for the initiative, aligned with Cyprus’ vision to become a regional gateway to Europe for Indian startups.
Demetris Skourides, Chief Scientist of Cyprus, commented:
> “Such collaborations are foundational pillars for the future. I thank Mr. Avinash for his trust in our ecosystem and look forward to showcasing how Cyprus can contribute to bidirectional value creation.”
Badr Buhannad, Deputy Director General, Dubai Silicon Oasis, said:

We’re excited to attract ventures that connect European, Middle Eastern, and Indian innovators to accelerate the UAE’s vision for digital growth.”
Avinash Mudaliar, Co-Founder & CEO, HT Labs, added:
> “This isn’t just an expansion—it’s a strategic leap into the future. Dubai Silicon Oasis is the ideal launchpad for India’s most disruptive, AI-powered innovations. With OTTplay leading our media-tech charge, we’re eager to co-create transformative experiences aligned with DSO’s smart city vision.”
Dusan Duffek, Co-Founder, The Doers Company, and Managing Partner, Zero One Hundred, highlighted:
> “Now is the time to build bridges, not borders, connecting India’s exciting startups with global capital and partners.”
Stylianos Lambrou, Co-Founder & CEO, The Doers Company, added:
> “Our growing presence in Greece, Cyprus, and Dubai uniquely positions us to connect Indian startups with Europe, and vice versa, amplifying opportunities across both regions.”
The MoU sets a foundation for long-term cooperation, enabling sustained deal flow, talent mobility, and joint development of cutting-edge digital solutions. This partnership marks a defining chapter in HT Labs’ global journey, opening doors for Indian innovations like OTTplay to reach new markets.
