
Tourism Minister Rohan Khaunte refutes claims of decline; highlights robust post-COVID recovery and new international markets
Porvorim, July 24, 2025 – Goa Tourism Minister Shri Rohan Khaunte reaffirmed the state’s strong tourism momentum, dismissing claims of a decline in tourist arrivals raised during the Goa Legislative Assembly session. Speaking in response to MLA Shri Michael Lobo’s remarks, the Minister presented official data showcasing sustained growth, driven by state and central government initiatives.
“Flights and hotels are almost full. We Goans can see the growth happening. Tourism in Goa is on a clear upward trajectory,” Shri Khaunte stated.
Between January and June 2025, Goa welcomed 57,12,758 tourists, with 34,64,490 domestic visitors arriving via Dabolim International Airport and 22,48,268 via Manohar International Airport at Mopa. International arrivals stood at 3,25,835, including 1,15,645 at Dabolim Airport and 2,10,190 at Mopa Airport.
Hotel occupancy has remained between 70% and 100% year-round, supported by high footfalls at both airports. The Tourism Information Management Enterprise (TIME) software, mandated for hotel reporting, consolidates real-time and transparent occupancy data.
“Every hotel in Goa uses the TIME software. This data is authentic, transparent, and technology-driven,” he added.
Post-COVID Tourism Recovery Outpaces Pre-Pandemic Levels
Comparing current figures with pre-pandemic trends, Shri Khaunte noted that in 2019, Goa recorded 71,27,287 domestic and 9,37,113 international tourists, totaling 80,64,400. In 2024, the state welcomed 99,41,285 domestic and 4,67,911 international tourists, totaling 1,04,09,196 visitors.
This marks a 39.48% growth in domestic tourism compared to pre-COVID levels and a 50% recovery in international tourism.
“Goa has bounced back stronger than ever. These numbers clearly show that tourism is thriving,” the Minister asserted.
Tackling Misinformation & Expanding Global Reach
Taking a strong stand against false narratives, Shri Khaunte criticized “paid influencers” for spreading misinformation. “They create noise without facts. If there is a decline, show proof. Data speaks for itself,” he challenged.
Highlighting the state’s growing international outreach, the Minister revealed that Goa is tapping into new markets like Poland, Uzbekistan, and Kazakhstan, supported by direct flight connections and overseas promotional campaigns.
He also confirmed coordination with the Foreigners Regional Registration Office (FRRO) to further strengthen data on international arrivals.
Shri Michael Lobo acknowledged the tourism department’s efforts, appreciating the Minister’s work in reviving and strengthening Goa’s tourism economy.
Concluding his address, Shri Khaunte said, “Tourism in Goa is moving in the right direction. We must build a positive narrative together and ensure Goa continues to thrive as a global destination.”
